On other servers this system of awards already showed the result - people started to que 3s.

I think it would be better if you increase the number of awards.
For example on other servers (f******, P********) the number of awards a lot more.
People will be happy that their work will be rewarded, so it can increase interest in 3s.
So why not increase the number of prizes? 4500 players on the server, though.
My suggestion:
- PvP Seasons duration: 3 months
- Start from Legion titles (then go to Draenor).
- Titles only for 3 ...
