the bug is that the level requirement for the transmog items does not appear.
As a workaround please make sure to transmog your items 1 by 1 if you are not level 110 yet.

The issue can be reproduced on any class which uses mana.
I captured a video where it clearly shows that mana doesn't regen when changing specs.
Please note that going through a loading screen (teleporting) will make the mana regen correctly
