It was pointed to my that Skada with Healing and Absord addon is working to count those refreshing buffs, I can confirm that!
Still Recount cannot do it. |

I think all teh mastery absorb might not work as intended or somehow meters, like recount, doesn't count well these absorbs.

To make it easier. If it should deal 10k per stack OVER 15sec. In 15 sec u got like 5 ticks for 2k dmg. (tick every 3sec before haste)
About right for me. |
