It does proc indeed. But the visual affect is buged so maybe you do not notice it proccing. Check this thread:

This happened to me too. Just take no risks. After you finish a mythic or m+, just leave the party, relog, reset the instance and change difficulty to normal and then to mythic again. With the current state of bolstering, this affix is definetly a nono. I don't even bother with lvl4 bolstering keystones. Please, if it will take you some time to fix this at least consider to remove the affix from the game until you make it work properly.

Raging affix still applies on bosses. It was fixed indeed but today we did EoA+5 with Raging affix and bosses had the %100 buff when they were below %30.
