Now the quest is being offered but cannot be completed. The trigger for the Barber Shop is not working, so the quest cannot be completed; I've walked all over every inch of the shop and cannot get it ...

Just thought I'd chime in here. I've done that a few times and it still hasn't stuck. Stupid thing keeps playing every time I relaunch the game.

So I finally figured out the account name shenanigans (anyone else's client not saving theirs? No? Just me? Typical.), but I can't for the life of me figure out how to make the cinematic stop playing ...
