Creo que eso es por el antivirus o firewall, tienes que desactivarlos o agregarlos como excepcion.
El launcher tiene problemas con el antivirus/firewall, y si detecta el launcher lo que hace es stune ... |

It does not work.
I have that item too, but that trinket does give you the mastery but it "Use effect" does not work, It does not heal your allies.
