First of all, "Shatter" is not a hunter spell that i am aware of.
In case you are talking about "scatter shot", it is not bugged. It is the imperfect texture collision that allows players to fall under the map when disorientated on uneven ground. In this particular case, the author of the scatter shot is not to blame for the target's fall under the map since it is a texture flaw that no private server can perfect.
