I'm still getting problems with skinning, it's still telling me Skill not high enough, when the skill check was taken out at Legion's release ( see blizz's update notes)

The bug report about;
- [FIXED] We should be able to skinn any skinable npc with only 1 skill in skinning but i cannot(says "skill is not hgh enough").

Bug description: Lightning Paw in Duskwood is somehow level 110. He should be level 32
