Holy paladins are not bad at this patch on PvE, they are just a bit diferent to play than other healers or than on WotLK, you barely use WoG on PvE, you should always use your holy power for LoD and use it wisely, with around 355 ilvl i can easily match any other healers depending on the fights and no, they are not bad ...
