Energy regenerates at a fixed rate of 1 energy every decisecond (i.e. every one-tenth of a second).
Regen rate increases by roughly 1 energy per second for every 10% Haste:

The proc should be when you cast the spell, not on hit.
Proof: https://www.youtube.com/watch?v=sV_op3Hxtd4 min 13:10, he gets the proc when he pressed Starsurge before it reaches the target. |
