Apparently I had to go in the Western Plaguelands to see Lord Maxwell Tyrosus and after that he sent me to where u said. Thanks for helping me -

It's the same as the other NPC. I tried both NPCs from Light's Hope Chapel. -

I'm a paladin. The only place I can find Lord Maxwell Tyrosus is in Krasus Landing and he doesn't give any option when I click him.
