| Apparently, she is on a separate spawn timer from Oublion, but if you are fast enough, you can kill Oublion before he goes immune and the quest completes. |

Same thing happened to me. I dropped and repeated the quest to no luck. Logged out and in and no luck, either.

Bug description: Quest giver Lasan Skyhorn does not appear in Thunder Totem, making the quest impossible to complete. Logging out (possibly also clearing cache) and back in seems to make him appear.
