| confirm. visual bug. cand se activeaza primul spell nu costa mana(deci merge), dar ramane activat (doar dupa un hot), si consuma mana. e destul de enervant ca nuti poti sincroniza regrowth pt el ca sa nuti manance multa mana. |

It won't activate if the ice barrier buff runs out.
Any rank of ice barrier will proc it.
The effect does no damage therefore doesn't break CC. |
