I experienced the same issue yesterday, if we get other items similar to this we should wait until we use them when they're fixed.

There's also an item that drops from the third boss in ToS (Harjatan or something like that) that doesn't do anything if you click on it. Just wait until it's fixed, just in case it drops for you and ...

can confirm, some friends talked about this problem. needless to say, if you have done keys on your alts, don't open the chest until the problem is announced to be fixed.
