It does not *** up your dps because you are describing a wrong functionality.
If it procs again in those 10 seconds, then the period is prolonged, but the stacks do not reset and remain capped at 10. Meaning if u have 5 stacks and it procs again then you will have it capped at 10 stacks for an extra 5 seconds.

Also the sigils should be set as personal loot (once you loot a sigil on a boss, sigils will no longer drop on that boss until reset) on all difficulties, not just LFR (I get that this was to encourage LFRs, but if we claim blizzlike, then lets do it as close to blizz as possible)

Some of the encounters seem to have been fixed, and are working ok in terms of avoidance spell flags, my attempts last week have shown the following encounters with issues (did not get to test Twin Consorts)
Jin'rokh - Lightning storm is not affected by pet Avoidance (mostly from the orbs released by the lighnting storm on HC)
Horridon - Double swipe spell is not affected by Avoidance
Iron Qon - All spears and the lines resulted are not affected by Avoidance

Jinrokh - works ok
Horridon - hits only once and passes through
Council - works ok
Tortos - didnt test
Megaera - follows all sorts of invisible things and ends up going to the venomous, even if i shoot it towards fire / frost
Jikun - hits only once and passes through
Durumu - didnt test
Primordius - seems ok
Dark Animus - didnt test
Iron Qon - this one is my favorite, it hits NOTHING THE WHOLE ENCOUNTER.
All in all, this may be closed, it's clear that no additional work will be done here. ...
