As the poll rather clearly shows, the "world PvP" supporters are a minority. So forcing it onto the majority (PvE'ers) isn't going to be sensible.
Enable voluntary PvP flagging for those who want to PvP. That way the majority won't get annoyed and those who want to actually PvP will be able to with likeminde ...
