It's supposed to affect healing done to the druid by other sources. It does not affect healing done by the druid.
I even found a note i dug up from mmo champ about how some guy was weighting maste ...

I'd really like to play here, but I'm having a bit of a problem. It seems i can only transfer 2 toons at once.
On other realms i was able to contact a gm over discord to sort out this sort of thin ...
