I also have this problem with the tillers.But as far as i can see no one cares for this questline so you do it or not is up to you .I would not expect to get an answer but it is just sad.People are oc ...
I was able to pick up the quest again and finish it from one of the other injured rainspeakers that are in the area.So if this is of any help to anyone i am glad i completed the quest.
