If you mean your short video, then you haven't reached 40 sec maximum potential renewing mist duration.
Explanation:
Renewing mist has 20 sec original duration. 20sec + 100% = 40sec. |

The thing you just reported is basically explaining how the spell should work. And it indeed suppose to work the way you have described it.
Only bug I managed to find in relation to what you've reported is that https://www.wowhead.com/spell=274909/rising-mist is allowing monk to extend hots of any monk in party. So b ... |

| Delete cache folder from your wow folder. and retest it again with your stat inventory opened. while hovering mouse on top of the buff. Other staff members say its working as it should. Let me know how it goes |

It works for me. All of the points:
1. Root
2. Damage
3. Slow speed
4. Slow casting speed.
