Killing mobs doesn't give credit towards quest

I finished the Argus questline on my main, and according to what I read this should unlock all the lightforged beacons for my alts. However, my alts do not have access to any beacons.

i had raised my AK to max lvl 40, but yesterday it suddenly reverted to lvl 0

the headless horseman is dropping MOP 470 gear. I suspect he is altogether MOP, as he dies way too quickly

well his HP was just updated, but not his loot

I posted earlier that the world quests are not delivering the proper rewards, but my post was rejected. Maybe I did not make myself clear enough.
I know that completing 4 emissary quests for a factio ...

Completing 4 world quests in the active zones and factions should reward a cache/satchel etc, but it doesn't

I am lvl 90 and my fishing is 525. I have visited all of the fishing trainers in Pandaria, but none of them offer to train me the next level of fishing.
What do I need to do?

I can't figure out how to complete the alchemy quest to obtain a Zen Alchemist Stone. I have all of the items and it shows as complete, but there is no button to complete the quest. Please advise.
