Adding a Tool for learning "Arcane Momentum"

In the current state the NPC "The Amazing Zanzo" (https://www.wow-freakz.com/npc_finder.php?npc=97529) is not implemented and hence cannot teach the spell "Arcane Momentum" (https://www.wow-freakz.com/spells.php?spell=56384).

Every other mage trainer, who is also able to teach that spell, does not work.

Is it possible to create a tool (webpanel or something like that) to learn that spell. It's really important for me and there is no ingame way to obtain it.
