[All] Absorbs vs. external absorbs (damage reducing mechanics)

Bug description: In scenarios where a mechanic is reducing the damage taken by absorbing part of it (examples: Eye of the storm on Hyrja in HoV, Aegis of Aggramar also in HoV), the players own absorbs AND Stagger for monks is being used to reduce the damage, before the mechanic's own reduction would be applied.
In practical terms, any absorption, prydaz, ignore pain, anti magic shell, etc... are being depleted during mechanics that should deal 0 damage when standing in a reduction (such as again, the aegis of aggramar or the bubble on Hyrja), while monks just straight up stagger the damage as if they weren't even in the reduction zone.

Confirmed, this is Highly annoying for Brewmasters because after the Shield duration ends theyll have to be forced to Cleanse it or DIE
