Arsenals should unlock weapon appearances for all classes

Edit TLDR: Arsenals should unlock weapon appearances for all classes, now they don't, sets from Season 13 to Season 18 should also unlock the horde appearances, now they don't.

Bug description: I have received only the appearances for melee and not for all classes, this wowhead guide mentions that https://www.wowhead.com/guide=5764/arsenals-unlocking-your-new-weapons PvP Arsenals cost 80 Mark of Honor each and unlock all of the appearances of the specific season, regardless of your class. This means a Mage using an Arsenal will unlock items they can use as well as those they can't use, such as Two-Handed Maces (in my case Paladin didn't unlock dagger - see https://i.imgur.com/ToXF7xU.jpg bow appearances etc). These appearances will then be available for their other characters who can use Two-Handed Maces, such as Warriors. As you can see I haven't got 18 appearances

As it is now, you lose marks of honor if you buy the ensemble than if you buy them separately, since you don't get half of the weapon appearances.

I have verified and the same issue happened with Arsenal: Primal Combatant's Weapons https://www.wow-freakz.com/item_finder.php?item=138625&&name=arsenal-primal-combatant-s-weapons , I got them on paladin https://i.imgur.com/bEOfPYo.jpg, but didn't get the appearances on mage https://i.imgur.com/zVei5aB.jpg. https://i.imgur.com/02xVZMP.jpg (12 uncollected appearances for other classes - buying the arsenal should have unlocked them). On the items that i have received from that Arsenal I could have bought them with 56 marks, instead I've spent 80 on the ensemble, which is not fair.

Same issue on Arsenal: Wild Gladiator's Weapons https://www.wow-freakz.com/item_finder.php?item=138633&&name=arsenal-wild-gladiator-s-weapons I'm sure it happens for all arsenals. Not to mention that all wod arsenals should unlock the horde variants too as stated in this table Season 17 (Gladiator): Buying either the Alliance or Horde version will unlock the opposite faction appearances as well, but that doesn't happen now as you can see here https://i.imgur.com/NHOAjJN.jpg

After checking more carefully, part of my topic is covered by this report https://trello.com/c/gtTieVw7/1654-arsenal-draenor-challenges-armaments but keep in mind that the issue applies to ALL the Arsenals regardless of the patch they are from (bought one from LK and it happened the same) and not just for draenor ones, also the horde appearances unlocked isn't covered by that.
