Broken Hilt Quest Broken

My family ran one of the dungeons and I won the Battered Hilt to do the quests and get the weapon. The only problem, my husband has already tried to run the quests, but there is a quest giver in Dalaran named Magister Hathorel who should be in the Filthy Animal but he only shows up in the Ally inn. As you can imagine, being Horde this doesn't work so well for us. Is there a fix for this? I know the weapon isn't the greatest, but it is a piece I would like to have. Thank you for your time.

The NPC is located in a zone reachable by both factions, did you try the Violet Citadel ?
Although Wowhead says Magister Hathorel should be inside the Horde inn, I'm not sure about this piece of information, it could be wrong according to Cataclysm spawn locations.

My husband found the guy and has moved on in the quest line. I will be doing it soon. Thank you for your help!
