Bug with world quest emissary item rewards

Sometimes the emissary reward bugs and shows that the chest gives ilvl 300 instead of 395. At first I thought this was visual only but after handing in I did indeed recieve an item that's 300 ilvl. It can only be fixed by relogging but comes back when one dcs or something similar. It's easy to fix when it happens but not everyone will notice and some will get really messed up by it if the item would've been a big upgrade.

This is not the only issue with emissary rewards. Even if you were correctly rewarded with 395 ilvl item from Emissary, the items which have azerite traits in them (head, shoulder, chest), contain only 3 azerite trait rings (which would be fine if that item really had 300 ilvl) instead of 5, which items of 370 and higher ilvl contain.
I have only received 1 such an item of 395 ilvl as a reward so far (and it has only 3 trait rings), so there is not much of confirmation for me, but people in global chat blame those items a lot.
