Bursting Affix Damage

Bug description: Bursting damage is both too variable, and too high.

From what I've gathered, there are 3 damage values you can take per tick on a bursting stack, and these scale with max hp. These values appear to be ~10%, ~14%, and ~15%. Bursting ticks twice, and the values you get are random, so the minimum damage you'll take from a single bursting stack is ~20% of your max, and the maximum is 30%. Given that Bursting should only tick twice for 5% of max HP per stack, for a total of 10% per stack, this is obviously a problem.

These values are also off. If I were to take 2x of the lower value, it would be 30% of my max hp. If I took 2x of the higher value, it would be 46%. both of these are obviously higher than the advertised "20% of max hp" that you should take from 2 bursting stacks.

Bottom Line: Bursting is doing far more damage it should be doing, and the damage isn't consistent. Rip healer mana, and rip going fast in bursting keys until this is fixed.

That's from a single bursting stack. Brew monk has 8 mil max HP and took damage closer to 15 mil. Warlock had 4.9 mil max HP but took damage closer to 9.4 mil.
