Details:

I completed the only working artifact quest for retribution, and lost only the Ashbringer after a server rollback. The artifact recovery fix only seems to work for shields and/or dual-wielded weapons. After the restart, the quest that initiates the scenario can be taken, but I cannot access the dialogue that starts the scenario anymore.
