Details: (optional) Just spoke to GM VehlDaerr - he told me to request this item on this forum. This is the quest reward for "Uniting the Isles" - getting Friendly rep with all the Broken Isles factions. The GM says I have completed the quest but I never did get the whistle - which, as you know, teleports you back to the nearest Flight Master while you are doing your World Quests.
