Edit: The Drop chance is not 30%, it should be 100% as it is on retail. Proofs are the comments on wowhead: "Dont forget to loot the key or you need to do the dungeon a second time"
That proffesion Quest Items droprate is a known issue here and I once got it already fixed for another quest.
