Can't Get my Artifact because of my items!!

As I know we should have enough item level before the artifact questline in legion scenerio but I didn't get any items so I have being killed each time I try to get artifact. Is it normal? I am trying to get items with more item levels but It isn't enough. So I am stuck in Draenor because of the items. I am waiting for help.

i have this all the time, i just level up to 101 in dreanor and use BoE gear from legion they are like 100 to 300g per piece.

you can find boe lvl 101 items in AH, just set the level 101-101 when you search the ah to have an easier time finding them
