Can't learn Legion Blacksmithing recipies (Alard Schmied uninterractable)

Bug description: I can't learn any new Legion Blacksmithing recipies apart from the default ones (Leystone Armguards and Leystone Waistguard). In Legion Dalaran it only shows that I can learn to craft a legendary at legion BS lvl 100 (screenshot 1), but I can't get to that high without being able to learn anything new. I re-learned Blacksmithing, hoping it would give me the recipies, but nothing. I can't talk to the NPC "Alard Schmied". Whenever I try to interact with him nothing happens. It looks like he's permanently stunned (screenshot 2). I tried relogging, restarting the game, and even deleting cache and restarting. Nothing changed. Before I unlearned Blacksmithing I had Legion BS 25/100 and it still didn't show me anything new to learn (screenshot 3). I've asked other people, but it seems like they can learn everything just fine. I hope you can help me out.
