Bug description: Cannot get epic gems from prospecting

the quest A Colorful Key, requires one of each of six epic gems. And prospecting 140 empyrium yielded NO EPIC GEMS at all. Therefore, there is no way to get the epic gems required to complete the quest and get the recipes, other than purchasing on the AH. Also, prospecting both felstate and Leystone, many times, prospecting yielded NOTHING

Is this by design? I purchased JC for lvl 800. does prospecting empyrium ever work? How can I get epic gems as a JC
