This is an event - to get it started you must click on the quest giver (Rethgar) and click the speech bubble option that says..

"Where is Warlord Krom'zar"?

Rethgar: "I think I hear him coming"

...at this point, head around the back, and there will be a shed load of Kolkar Invaders (Lvl 17 or so). These must be killed for Krom'zar to appear, and there's 2 groups of them.

Hope this helps, I was killing kolkar randomly for ages trying to find him.
