Bug description: Bear Tartare buff doesnt work. When you kill an enemy you dont get the buff at all.
Proof: I cant record the video becouse it lags out my computer.

It should work for any type of unit, it currently only procs if you kill units which are close to/same level as you.

Confirm it only procs from mobs that would give you exp or honor
