Bug description: Speed bonus is lower than should be . In my case , i have 1.16 sec on Unstable Affliction when whispers proc (51 %cast speed )Proof: 1.16x51:100 = 0.59 or 0.6 not 0.768 or 0.8.

Same for me from 0.5 unstable now it's 0.8 on donated whisper!
