Bug description: does nothing.
Proof: Almeris does not give the quest, thus not unlocking the option to start the work order for the Seal of Broken Fate.

Can anyone take a look at this?
It's terrible enough that we cant take seal of broken fate on gold but spending 12.5k resources on this and not working is quite annoying.
