[DUPLICATE] Enchanting Vellum cannot WORK!

Bug description: IF i use it to enchance it, cannot make an enchanting scroll, what i can add to other person. so I am an enchanter, but i cant make enchants to others, so please fix it. Othervise, i cant enchant items in trade too to others.
