Bug description: Isabella is not there for the quest turn-in. Database shows only 1 player has completed this quest.

I'm not sure if this info is helpful, but I finished the Saurfang questline by staying loyal to Sylvanas during "Grim Tidings". I've already completed the War Campaign questline and received the Veteran of the Fourth War title.
