Lesser Charm of Good Fortune should have a higher drop chance on TI, atm it is very low, extremely low.
For exemple from Gulp Frog :
- on freakz - 5% drop for 1 2 charms https://www.wow-freakz.com/npc_finder.php?npc=72777&&name=gulp-frog
- on wowhead - 68% drop with 34 charms http://www.wowhead.com/npc=72777/gulp-frog#drop-currency

The difference is to big. TI should be the easies way to farm your Charms.
