[DUPLICATE] (Loot)Scavenged Cloth(Loot)

So recently i got many Scavenged Cloth ,i opened 1 (was empty) i go to the second one (again empty) .For some reason all was empty.I research the item on WoW-Freakz sites and it doesnt contain anything.

So what is the point to loot scavenged cloth? Usually drop 18-40 Shal'dorei Silk.
