Bug description: I tough these are known but i see people reporting similar issues so.. Lvl 90 row resets in certain scenarios, tested with sanctified wrath. Usually happens when wings are on cd and you change zone (enter/exit bg,arena, use hs).
Proof: I got a video with bg example but lazy to upload. Replicate: Use sanct wrath talent> use wings to put them on cd > change zone (enter bg or arena; in arena you can insta select it cus CDs reset, but in BGs you cant. i played a few w/o talent cus of that).

I can confirm this, happens all the time between mythics, I tend to change specs alot from tank to healer and zoning into dungeons resets the talent

This issue has been reported time and time again and I've been told by the administration to mark this as a duplicate
