[DUPLICATE] Retribution Paladin Lawbringer debuff bug - not working

Bug description: So, Lawbringer is one of the most useful talents Retribution Paladin has to offer, it's been redesigned to apply a debuff on the initial targets hit for 45 seconds. Casting Judgement causes all enemies with your lawbringer effect to suffer 5% of their total health in holy damage. Now the problem is it doesn't do that, it actually doesn't do anything, besides just being a useless tier 6 honor talent
