[DUPLICATE] STORMHEIM MAIN QUEST STORYLINE PHASING BUG (NPC DIDN'T SHOW UP)

Bug description: The 3 quest 'Wing of Liberty' , 'Heart of the Dragon' & 'Fury of the Storm' as soon as quest completed the dragon npc didnt appear resulting in the quest can't be turn in and halt the progression on the main storyline .
Proof: There marker on the map that shown the npc was there but u cant see it maybe it related to phasing phase. i believe it only happen to me .

Confirmed.

I've had multiple people tell me this today.

Phasing issue, though.

The issue was actually confirmed before this post was made, so I'll mark this as duplicate.
