[DUPLICATE] [Shaman][Elemental] Lightning Rod talent dealing way too low damage

Bug description: Lightning Rod's damage is way too low, I'm not really sure what the cause of this is, but it's most likely not taking all the possible damage dealt into account. Lightning Rod should be the go-to choice for elemental shamans on aoe boss fights and in almost all mythic+ dungeons. "Your Lightning Bolt and Chain Lightning have a 30% chance to make the primary target a Lightning Rod for 10 seconds. Lightning Rods take 40% of all damage you deal with Lightning Bolt and Chain Lightning."

Now, that includes the damage elemental shamans deal with their mastery ( https://www.wow-freakz.com/spells.php?spell=168534&name=mastery-elemental-overload ), with their mastery not being 85% of the original spells' damage, but 95% via the artifact trait ( https://www.wow-freakz.com/spells.php?spell=191647&name=master-of-the-elements ) and of course with the original spellcast.

Untop of that, after using our artifact ability Stormkeeper ( https://www.wow-freakz.com/spells.php?spell=205495&name=stormkeeper ) your next Lightning Bolt or Chain Lightning will proc your mastery on every target hit ( https://www.wow-freakz.com/spells.php?spell=191602&name=static-overload ). Example: if your first Chain Lightning after using your artifact ability is cast and hits the max amount of targets, 5, the trait Static Overload will not act as your mastery, but will instead send one Chain Lightning to each target you hit with that initial Chain Lightning.

One aspect of Lightning Rod that seemingly works as intended is the fact that the damage of your Lightning Rod is dealt with the very same cast that it was applied with. Example: if you cast a Chain Lightning until lightning rod procs, the Chain Lightning that proced it on your target should also have taken damage from your Lightning Rod at the exact same time.

Another thing that is hard for me to test for myself is https://www.wow-freakz.com/spells.php?spell=191861&name=power-of-the-maelstrom. This artifact trait should deal extra damage via Lightning Rod when consumed by Lightning Bolt casts.

With all of the possible ways Lightning Rod targets can receive damage via your Lightning bolt and Chain Lightning (please correct me if I forgot anything), it is important to remember that there's no limit on how many Lightning Rods you can have up on different targets at any given time.

Above are 2 logs of Lightning Rod damage on Antoran High Command mythic, the imgur link is my own shaman from back in Legion, same patch, 7.3.5. The youtube video is of a rank 1 warcraftlogs parse elemental shaman displaying how Lightning Rod should be used (hopefully this helps).

Of course for this insane damage to occur (24-25 Million) the stars need to align. You have to crit basically everything, your initial Chain Lightning, your mastery proccing another Chain Lightning and it has to be the first Chain Lightning after using your artifact ability Stormkeeper, while having all procs up... All this while having several Lightning Rods active is why Lightning Rod is a go-to talent for eles in m+ and on High Command, Portal Keeper, Eonar and on Coven. Which is why I think that this should have a high priority.

Keep in mind that even without the stars aligned, Lightning Rods damage is still way too low, and something's wrong with the way it fuctions.
