Bug description: Once you have the Grand Crusade order advancement, Terric the Illuminator should offer you the quest Blessing of the Order for which you spend 100 order resources for the Silver Hand Orders item. The work order takes ten minutes to complete.

It happened to me too, already unlock the Grand Crusade but the npc still missing
