[DUPLICATE] [Uniting the Isles] Unable to complete quest

Bug description:

I cannot complete quest Uniting the Isles as Archmage Khadgar does not see it completed, while my quest log does.
I am friendly with all the involved factions!

edit: somehow my guild reputation was preventing me from completing this quest, case closed!

This is an issue that was reported months ago. Here is the initial report. After that, there have been reports mentioning that the guild reputation is somehow also affecting this quest so we are aware of this.
