Hi, I actually did that in a previous report. https://imgur.com/a/gAp6Qoo Now as it turns out, you CAN actually complete it, it's just... still really bugged. You skip the entire intended progression and go straight to Skyhold, and you can turn in at one of the NPCs there. And then that one Orc will constantly harass you every time you go to Dalaran, and the quest will constantly be forced on you afterwards no matter how many times you abandon it.
