[DUPLICATE] mobs cast while stunned/silenced

Bug description: Monsters in dungeons instantly cast their spells if they are stunned or silenced (the only 2 cc types i tried so far) when they are supposed to cast. It's pretty much as if when you stun something you give them the ability to instantly cast, which makes higher level keystones very hard to do for people who have stuns or silences in their rotation. So far i have only noticed this in arcway and court of stars, maybe because it only really matters there, but it's probably a general bug in pve dungeons.

To test this just go to one of those monsters in arcway that instantly heal when casting reconstruction, and cc them before they are supposed to cast it, the cast will be instant and not even appear, you will just see it instantly healing out of nowhere.

Confirming this, everytime when we do Arcway with the arcane elementals we scream in discord not to stun them, stunning them makes them instant heal once theyreach 1% hp, I don't know about the CoS mobs, But i also found that the Councilers in BRH instant cast DArk Mending even though they shouldn't. the Scouts also cast their Trow Knife spell even though they are stunned/disoriented!
