[Death Knight] [Essence] Memory of Lucid Dreams and Rune Generation

Bug description: This essence in major slot doesn't provide the rune generation buff stated in the tooltip. According to wowhead, the essence should increase rune generation rate by 100% for XX seconds for death knights if it is put in major slot.
Proof: Videos at streamable. Frost, Unholy. As you can see Lucid Dreams in major does absolutely nothing right now. Rune generation after activation remains the same, runic power remains untouched (1rune=10rp)
This should be flagged as important because Frost DKs can't ustilise the essence with Breath of Sindragosa resulting in major rune starve, and to some extent Unholy DKs who use the essence to get their runes back asap.

Confirmed . I tested it on PTR / Live the essence in Major slot doesn't increase rune speed regeneration .
