Bug description: You should only receive the 25% haste if Eye Beam is fully channeled, however at the moment you are still going to receive the buff even if you don't fully channel the spell.

Confirmed.
Right now, you receive the buff as soon as the channel is ended. But the way you end the channel, doesn't seem to be applied properly. If the channel is interrupted midway, the 4P still procs which shouldn't happen. The most important part about this proc is, as the tooltip already says, that the channel needs to finish fully.
